Since its independence, India has kept two
basic goals of educational development that is the universalization of elementary
education and the eradication of adult illiteracy. Part IV of our Constitution lays
down the Directive Principles of State Policy. Article 41 under this Part says
that “the State shall, within the limits of its economic capacity and development,
make effective provision for securing the right to education” Article 45 under
the same Part, deals with “provision for free and compulsory education for
children”. To achieve these educational goals country have been taking various
efforts at the various level by introducing several education programs, schemes
as well as educational policy. In May 1986, the Indian parliament adopted a new
National Policy on Education (NPE) and in August 1986 approved a detailed
program of Action (POA) for its implementation. The NPE states the goals of
universalization of elementary education (UEE) and eradication of illiteracy.
There are various factors responsible to gain the quality of education and its sustainability among these factors the quality, competence, and character of teachers are undoubtedly the most significant. But these in turn depend substantially on the quality of training and other support provided to them like academic and resource support. This kind of support in the area of elementary education was being provided largely at the national and state level only by the institutions like NCERT, NIEPA, and SCERTs. There was some limitation to National and state-level institutions reaching grassroots. Therefore, the NPE implied their further expansion as an also considerable qualitative improvement. Provision of support to them in a decentralized manner had therefore become imperative. The NPE and POA accordingly envisaged the addition of a third— district level— tier to the support system in the shape of District Institutes of Education and Training (DIETs). The mission of DIET is “to provide academic and resource support at the grass-root level for the success of the various strategies and programs being undertaken in the areas of elementary and adult education. As per the provision and guidelines of NPE, DIET has been established in each district of every state of India.
Similarly,
it has been established in Daman also. The Project Approval Board’s (PAB) meeting
of Samagra Shiksha was held on 9th May 2018. The U.T. of DNH & Daman
& Diu had requested to grant DIET in Daman to cover 3 Districts namely Daman,
Diu, and DNH. After this meeting and the provision of some administrative formalities,
PAB approved the commencement of DIET in Daman in 2020. The proposed DIET is established
at Adivasi Bhawan (New Building), Moti Daman. DIET, Daman has started its
intervention in various areas and levels. It has been conducting the training
programs for the primary and upper primary teachers to build their capacities,
perspectives, skills buildings, etc as well as a subject-wise refresher course
to update their knowledge and skills in the teaching-learning process. It has
been providing fully Academic and resources support to uplift the education quality
in DNH & DD.
